How can I load a *.acs3/*.acs4 skin file into SkinEditor without the full corresponding project file?
If I remember it well from the past this must work somehow. At least for *.acs2 skins.
Maybe corresponding *.acs3/*.acs4 project file can be generated from original skin file by making some default assumptions as for *.acs2.

No, you cannot edit the acs3/acs4 files because it contains only information for rendering / runtime (machine optimized data).
