No way in v5.40, only to create then drag the playlist to required position

Oops, somehow sounds like the opposite. Why not just at least leave the choice (like with adding / dragging track to a playlist).

Yes, yes, but that's a bit inconvenient – having to create it first, and then find the right position to drag it back to.

Oops, somehow sounds like the opposite. Why not just at least leave the choice (like with adding / dragging track to a playlist).

Repeat: in v6.00, when you creating playlist in playlist manager dialog, newly created playlist will be placed next to selected item. This is choice.
