Hey there,
I kept testing this bug and was able to isolate it even further on my end and discovered more data worth sharing:
Problem #1:
As a reminder, in the last track of the playlist, the "next" track can't be written to the file.
In this next experiment, I tried without shuffle mode turned on and the issue still persists.

If you look at the screenshot you can see that once I'm in the last track of the playlist, the next track file remains empty.
If I go start the playlist all over again, things work just fine. So it's only happening in the last track of the playlist. I'm taking a wild guess that it's related to some sort of indexing problem.
Problem #2:
I wasn't able to write in UTF-8 only, it's always writing in "UTF-8-BOM" when I choose to save as Unicode.
