Yes, you are right (I've checked now), but I think that this behavior is not correct, because you need to unable to start playback of next track immediately in this case.
"Play" repeats last played song, aftwards it keeps playing the queue
If you need to repeat a song after a STOP, use REPEAT switch, then use "right-click Stop after playback".… Play and switch repeat off.If you don't want a messing with a "repeat option", use "Show current" hotkey then add it to queue [Q] (if clear), then "right-click Stop after playback"…
Current song playback --> right-click "stop after playback" --> stops after song, same song stays highlighted --> "Play" repeats last played song, aftwards it keeps playing the queue.
Silver bullet is make this behavior optional (switched off by default), because winamp's behavior doesn't seem quite right.
