I think this skin is great but I'd really like more resizability, about half the minimum window size would be perfect.

I don't think making the window any smaller is a good idea. Plus it's not really possible, at least not without creating yet another layout.

However, I have a suggestion: instead of changing the layout, what if we keep the layout the same and simply scale everything down when the window reaches its smallest size? I'm thinking about this because I would like to use it as a widget, but the miniplayer doesn't meet my needs.

What you're describing here would technically still be a new layout. Making it a miniaturized version of the main layout would be even more difficult and will result in poor usability on top of looking bad.

Good thing you've mentioned mini player. Have you seen the mini player in the KibTech skin? I think something like that would make for a good widget:
