Can't undock Playlist from player in custom Bliss 4k, 4.60 b4 skin

I'm running AIMP 4.60 b4 build 2124.  Using AIMP Skin Editor 4.60 build 1062, I started a project using the built-in Bliss 4k project skin;  changed font/color on track info lines and added a spectrogram to the Main form, changed skin name in Options, then built it.

When installed, I'm unable to undock the Playlist from the main form;  Music Library undocks without a problem, as does Visualizations.  The header-bar-less Playlist window  remains stuck on the bottom of the main player and no amount of dragging can convince it to part.  "Undock" mode is properly selected from the player context menu.  The playlist window will hide when unselected from the Menu, but re-selecting it results in same stuck position.

Surely I'm just missing some setting somewhere??  Any help appreciated!

OK, I found out what is happening.  For some reason when the skin is built and then installed, within the skin's .ini file under the section [PlaylistFrame], the value for "Docked" is defaulted to "1".  Manually changing that to "0"  allows the Playlist to be undocked;  however, once the playlist is moved into/on top of the player, at a certain point it "self-docks" again permanently to the bottom of the player, until the value is again manually changed in the ini.  It doesn't matter if "Undocked" is selected in the right-click menu.

Is this intended behavior?  Shouldn't the "Docked" value for ALL the windows stay at "0" if "Undock" has been selected in the right-click menu?  As mentioned in my OP, this happens only with the Playlist window, not Library or Visualizations.
