As the title says, make new playback device dialog to select which will be the ones appearing in the Playback settings dropdown.
Could use the apparently unused "More" ([...]) menu in the dropdown (attachment 1) to call the proposed floating window (attachment 2) which will be the source of the dropdown by feeding it only the devices with marked checkboxes. This window will contain all detected devices just as the dropdown currently does. This would allow to have a more manageable list of preferred output devices for faster switching.
Aside from that, if it were possible to:
Suggested defaults/fallbacks would be to have all discovered devices selected on install, and if the saved selected device is not found on app start to fallback to Windows Default device.

Aside from that, if it were possible to:
- Add the filtered list of audio devices to the keyboard shortcut list. OR
- A predefined number of possible devices to associate a shortcut to, the association with a number as a possible augmentation to the proposed floating window with an enumerated dropdown/range before the checkbox, including a blank (dash?) value for no association (attachment 3 examples). Most home users are probably going to have at most 5 "same-level" devices (Windows default, front, back, +duplicate HW for stuff like voicemeeter), so 10 device slots sound like a good alpha number if it needs to be hardcoded. OR
- A next/previous playback device cycle-selected shortcut.
