i know the skin editor but this is not my question.
how do i import a downloaded skin and edit it?

Open SE. Open a skin (project). Edit. Read the Help file.

Or ask a more detailed question: what exactly is not clear.

The skin for AIMP for Windows. You write into "AIMP for Android".
Recreating a skin from one platform to another OS requires the a raw images and artist skills (as photoshop). Having a project (when exist) of the original skin does not guarantee successful porting to another platform.
