Title: What does this square comment symbol mean?

There sometimes are two symbols (sometimes they are not there), obviously one can do a comment somehow, but where?

This is page selectors (like mobile phones have). Comment may be specified in file tags.

It depended from the content. Page is displayed if the content is non-empty
