This error is referring to the Background Intelligent Transfer Service, a Windows thing.  Take a look at this article and try some of the suggested fixes:

Your experiences in general with AIMP issues may not be the fault of AIMP, but because of either a bad Windows install on your PC (run System File Checker) or even a failing drive.  I've been running 2683 x64 for hours on a variety of radio streams with zero issues.

No, you are wrong here.
The error is raised by the ACL.Graphics.TACLDib.CreateHandles procedure (AIMP.Runtime.dll) if the CreateDIBSection (https://learn.microsoft.com/en-us/windows/win32/api/wingdi/nf-wingdi-createdibsection) function fails.
Error code 8 - not enough memory (https://learn.microsoft.com/en-us/windows/win32/debug/system-error-codes--0-499-) resources are available,
(394x1) - bitmap dimensions,
808 - the count of GDI objects in use (GR_GDIOBJECTS (https://learn.microsoft.com/en-us/windows/win32/api/winuser/nf-winuser-getguiresources)).
