Title: Can't give star rating

For some reason I sometimes can't rate the songs in my library. As far as I can tell, the location my songs are stored is what matters. For instance, when I download a song it's placed in my "downloads" folder by default, and I can't rate it. But as soon as I move it to my "music" folder, I suddenly can. What's actually going on, and can I change it?

You able to rate files that indexed by music library. Please refer to app settings \ player \ music library and setup automatic file adding to the music library database.
